The construction of the new grandstand was approved at CAP meeting on the 26th Feb. However, an appeal has been lodged by residents on a number of concerns that they still have. I don't know what these are. The matter will now play out in the Environment and Resources Court. Council are working with the relevant government agencies to ensure that funding remains available.
